The highest-priority opportunity from the AI Opportunity Assessment is evaluated against the organizational conditions required to support it. Each readiness dimension is assessed in the context of that specific opportunity, identifying existing strengths, material gaps, and dependencies. Readiness is not a simple pass or fail: gaps may become prerequisites, design constraints, or parallel workstreams depending on their severity. The resulting recommendation determines whether the opportunity can proceed, proceed with conditions, requires foundational work first, or should be deferred.
